Overview
UNESCO’s International Institute for Higher Education in Latin America & the Caribbean (IESALC) was founded in 1974 and is the only specialized institute in the United Nations system with a mandate for higher education improvement in member states. UNESCO IESALC’s vision is to promote the right to higher education through capacity development for the formulation and implementation of quality, equitable, and inclusive higher education policies at the national, regional, and institutional levels in in Member States, with a global outreach. UNESCO IESALC operates in English and Spanish.
Since 2020, UNESCO IESALC has been expanding its research and analytical capacity, and currently has a core team based in the Institute’s headquarters, currently in Caracas, Venezuela , and a team of analysts based around the world working fully remotely. The Policy Analysis & Technical Cooperation (PA&TC) team is seeking to recruit an intern to join the team for the Policy Analysis area, in charge of analysing higher education policies global and keeping a constant dialogue with policymakers.
Under the overall authority of the Director of UNESCO IESALC, and the direct supervision of the Head of Policy Analysis and Technical Cooperation, the intern will contribute to the execution of the Project working as part of the interdisciplinary team at UNESCO IESALC. In collaboration with education stakeholders at different levels, the intern will carry out the following duties and responsibilities:
- Liaising with institutional or governmental officials and partners in UNESCO Regional and National offices
- Undertaking literature reviews on key policy issues in higher education, including quality, equity, engagement, and finance of higher education
- Assisting in higher education data collection and analysis
- Assisting in drafting short research and policy reports/notes
- Contribute to the organization of meetings and events (both face-to-face and online)
- Support in advocacy and outreach activities.
- Carry out any other duty considered relevant to the fulfilment of the work plan of the Project at the request of the Director or Head.
After completion of the assignment, the intern will have:
- Acquired an in-depth knowledge of higher education policy.
- Gained solid working knowledge of the operations of and with an intergovernmental organization.
- Increase his/her familiarity with higher education data and analysis
- Improve his/her drafting skills
- Learnt how to deal with diverse stakeholders from various cultural backgrounds.
- Acquired project management skills; setting particular objectives and develop appropriate mediation, monitoring and evaluation mechanisms.
- Strengthened his/her analytical, communication, negotiation and interpersonal skills.

Required qualifications
Education: University degree in the field of social sciences, education, public policy, international relations
Subjects: Fields of social sciences, education or public policy
Language skills: Excellent verbal and written communication skills in English AND working knowledge of French, Spanish, Portuguese or Arabic
Desirable qualifications
Desired Skills in one of the following areas:
- Higher Education
- Public Policy
- Network management
- Proposal drafting
Desired Knowledge on Higher Education of one of the following regions:
- Africa
- Asia (particularly, India)
- Latin American and the Caribbean
